Job Specifics
Duties Description The Medical Assistance Specialist 2 (MAS 2) will work within the Bureau of Third-Party Health Insurance, Medicare Savings Program and Recoveries (TPHI). Duties will include, but not be limited to:
Provide supervision of subordinate staff; ensure work is completed accurately and timely; oversee personnel related issues and follow-up with TPHI management and other appropriate offices as needed.
Assist in the development of Bureau policy; recommend modifications as needed.
Mentor and counsel subordinate staff on specified job duties.
Analyze and review work completed by subordinate staff.
Review complex appeal requests for TPL related determinations for premium assistance, the Medicare Savings Program (MSP), and subsequent Medicare Buy-In transactions.
Review applications, documents, and notices to verify if determinations at appeal were processed and noticed correctly.
Review state/federal rules and regulations to prepare for and defend appeals.
Assist staff with creating evidence packets/stipulations/waiver requests:
Gather case documents
Gather rules/regulations
Write summary of actions taken and why the determinations are policy correct
Provide testimony in appeal hearings.
Review appeal decisions and take action to comply with decisions. This can include redeterminations, creating manual notices, requesting reimbursements, or other required actions.
Assist Local districts with their appeals by providing guidance, regulations, and case reviews.
Conduct agency conferences to try to resolve issues prior to appeal.
Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical Assistance Specialist 2, G-23.
Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, G-23.
Preferred Qualifications: Preferred candidates will have strong analytical skills and the ability to pay attention to details and will also have good oral and written communication skills. Candidates should have proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team and to manage multiple priorities to meet deadlines. Professional experience in public health insurance programs, including New York's Medicaid, Medicare and/or Child Health Plus and supervisory experience is a plus.
