Duties Description The Health System Specialist 3 will support the Bureau of Consumer Services in the Office of Health Insurance Programs (OHIP), Division of Health Plan Contracting and Oversight. This position leads a team of complaint staff responsible for responding to complaints from health care providers and Medicaid enrollees regarding their Medicaid managed care plan enrollment in relation to the HR1 changes. Key responsibilities include: Lead and manage a team of complaint staff responsible for intake, investigation, and resolution of complaints from health care providers and Medicaid enrollees regarding Medicaid managed care plan enrollment; Manage and assist other call center agents in handling complex or escalated complaints, providing guidance on policies, procedures, and resolution strategies; Provide daily supervision of professional staff to ensure efficiency and accuracy of work assignments, including monitoring workload distribution and quality of responses; Develop and maintain data reporting processes to track complaint volumes, trends, resolution times, and outcomes for management review; Coordinate with program staff and managed care organizations to resolve systemic issues identified through complaint patterns; Special Projects and other related duties as assigned.

Minimum Qualifications Reassignment: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 3, G-23.

Permanent Transfer Candidate: Current NYS employee with one of year of permanent or contingent permanent, competitive service in a title Grade 21 or higher deemed eligible for transfer to Health Systems Specialist 3 under Section 70.1 or Section 52.6 of civil service law.

Preferred Qualifications: Experience in managing staff, call center work, data reporting and knowledge of Medicaid or any other healthcare program.
