Duties Description The New York State Education Department’s (NYSED) Office of Facilities and Business Services is seeking candidates for a Plant Supt B position. Under the Director of Facilities Operations, the Plant Superintendent B is responsible for the management, operation, maintenance, repair, and administration of the New York State Education Department's Education Building (EB) and Education Building Annex (EBA). The incumbent directs physical plant operations, building maintenance programs, custodial services, skilled trades, grounds and facility support functions; oversees regulatory compliance, capital improvement projects, and contractor performance; and ensures that building systems and infrastructure support the operational needs of NYSED staff, leadership, and visitors. The Plant Superintendent serves as the primary facilities representative for the Education Building complex and works closely with agency leadership, the Office of General Services (OGS), the Dormitory Authority of the State of New York (DASNY), contractors, and other stakeholders to maintain safe, efficient, and reliable building operations. Duties of this position include, but are not limited to, the following:

• Direct and oversee the operation, maintenance, repair, and administration of the Education Building and Education Building Annex, including building infrastructure, mechanical systems, electrical systems, life-safety systems, grounds, and support services;
• Plan, supervise, coordinate, and direct the activities of maintenance supervisors, skilled trades personnel, maintenance assistants, custodial staff, and facility support personnel engaged in building operations and maintenance activities;
• Establish operational priorities and allocate staff, contractors, and resources to address maintenance needs, emergency repairs, health and safety concerns, executive initiatives, special events, and agency operational requirements;
• Monitor the performance and reliability of building systems, including HVAC, electrical distribution, plumbing, fire and life-safety systems, elevators, emergency power systems, and building automation systems; identify deficiencies and implement corrective action plans.
• Serve as the primary facilities liaison for NYSED executive leadership and the Board of Regents, ensuring facility operations, maintenance activities, construction projects, public hearings, recurring Regents meetings, executive meetings, ceremonies, conferences, and other high-profile agency events are supported through effective planning, coordination, and delivery of facility services.
• Develop and implement preventive maintenance programs and oversee maintenance projects, renovations, infrastructure upgrades, rehabilitation efforts, and capital improvement projects to ensure work is completed safely, efficiently, and in accordance with agency requirements;
• Serve as NYSED's primary liaison with OGS, DASNY, architects, engineers, consultants, contractors, and vendors regarding facility operations, infrastructure projects, maintenance activities, and capital investments;
• Participate in the development of project scopes, technical specifications, cost estimates, procurement documents, and contract requirements; administer maintenance and service contracts and monitor contractor performance to ensure compliance with contract specifications and agency requirements;
• Develop and maintain policies, procedures, and internal controls related to physical plant operations, work order management, preventive maintenance, inventory control, equipment operation, and facility maintenance activities;
• Ensure compliance with applicable building codes, environmental regulations, fire and life-safety requirements, occupational safety standards, accessibility requirements, and agency policies;
• Conduct facility assessments and evaluate infrastructure, operational, deferred maintenance, and capital improvement needs; develop recommendations and long-range plans to support building modernization, operational efficiency, and asset preservation;
• Oversee custodial services, building support operations, emergency preparedness planning, continuity of operations activities, and incident response efforts to ensure facilities remain safe, secure, functional, and presentable for employees and visitors;
• Prepare operating budget requests, monitor expenditures, analyze operational performance and energy consumption trends, and recommend improvements to enhance efficiency, sustainability, and service delivery;
• Supervise subordinate staff; conduct performance evaluations; provide coaching, training, and professional development; and ensure staff receive appropriate technical and safety training;
• Prepare reports, briefings, and recommendations for agency leadership regarding facility conditions, project status, budget requirements, operational performance, and strategic facility initiatives;
• Serve on safety committees, project teams, and agency workgroups related to facilities management, capital planning, workplace safety, and operational improvement initiatives; and
• Perform other duties as assigned in support of NYSED's facilities management and operational objectives.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects, and/or contract management of building maintenance/construction/ rehabilitation projects and grounds.

*Substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

PROMOTION: Current [NYSED] State employees must have one year of permanent competitive or 55b/c service as a Plant Superintendent C.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Plant Superintendent B.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Maintenance Supervisor 4, Plant Supt C, Plant Utilities Engineer 4, and Public Buildings Manager 3.

Section 70.4 Transfer to Plant Supt B: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the eligible list for this title.

CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive or contingent permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of a valid New York State driver’s license will be required at the time of interview for all candidates. Candidates are required to possess a valid New York State driver’s license at the time of hire. Continued employment as a Plant Superintendent B is dependent upon maintaining a valid New York State driver’s license. Failure to maintain a valid New York State driver’s license will result in removal from employment.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

Filling of this position is contingent upon pending fiscal approval.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
