Job Specifics

Duties Description The incumbent, along with other staff, will be responsible for developing, interpreting, and implementing Medicaid payment and coverage policy for a broad range of medical services reimbursed in both fee-for-service as well as Managed Care. Policy areas may include Physician Services, Physician Assistants, Nurse Practitioners, Midwives, Primary Care, Social Workers, Behavioral Analysts, Vision Services, Podiatry Services, Radiology Services, Acupuncture, and Chiropractic services. The individual will concentrate on practitioner policy, including budget planning and implementation and related Current Procedural Terminology (CPT) and Healthcare Common Procedure Coding System (HCPCS) coding updates. This position also includes evaluating the appropriateness and pricing of service reimbursement and developing recommendations regarding existing or proposed policy, rules, and regulations and drafting proposed revisions. The individual will work with other DOH divisions and other state agencies to ensure that coverage and payment policy complies with federal and state statute and regulations. This work involves interacting with numerous stakeholders both internal and external to the Department.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Medicaid Redesign Analyst1, SG-18; OR current NYS employee with one year or more of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 of the NYS Civil Service Law to Medicaid Redesign Analyst 1, SG-18.

Non-Competitive Candidates via NY HELPS Program
Medicaid Redesign Analyst:
Six years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Medicaid Redesign Analyst, Trainee 2:
Five years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Medicaid Redesign Analyst, Trainee 1:
Four years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of healthcare services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Preferred Qualifications: The preferred candidate will work effectively in a fast-paced environment both independently as well as part of a team. They will have excellent organizational, analytical, verbal, and written communication skills and be able to prioritize multiple assignments. They will have experience with data systems and proficiency using Microsoft Office programs (Word, Excel, PowerPoint, Outlook and SharePoint).
