TRAINING SPECIALIST 1/SG-18 (SEE TRAINEE TITLES BELOW) Minimum Qualifications for taking the Transitional Examination (PATT): Must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a SG-8 or higher.

Minimum Qualifications for Advanced Placement from the Transitional Examination (PATT): At the agency's discretion, the candidate may be appointed to a higher level based on the NY HELPS qualifications. The candidate must inform the agency of any additional qualifications at their interview.
NY HELPS Minimum Qualifications for Non-Competitive Appointment: Six years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.
Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a juris doctorate (JD) may substitute for six years of experience.
TRAINING SPECIALIST TRAINEE 1/NS (EQ to SG-14) Minimum Qualifications for taking the Transitional Examination (PATT): Must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a SG-8 or higher.

Qualifying Experience for Appointment from the Eligible List: After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list. Traineeships: To be advanced to the full performance level of the title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2. Upon satisfactory completion of the 12-month training as a Trainee 2, you will advance to the full level of this title without further examination.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to complete an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
